The Role
Telum is seeking an OSINT Policy SME to help USSOCOM execute its OSINT Enterprise Strategy. You’ll develop and refine OSINT policy/guidance, manage web-based OSINT mission-management portals (on unclassified and classified networks), and drive partnerships and engagement across the Command. You will support government action officers throughout the drafting and staffing of USSOCOM’s OSINT Operational Guidance—tracking reviews, maintaining source repositories, crafting initial recommendations, and assessing policy impacts on processes, procedures, and operations.
What You’ll Do

Develop, review, and staff OSINT policy and operational guidance; maintain awareness of relevant policy, regulations, and standards.

Build initial draft recommendations and redlines for government action officers; track comments, updates, and approval workflows.

Produce written assessments on policy changes and their operational impact across the Command.

Brief Division/Directorate/Command leaders (info and decision briefs).

Design, create, and update OSINT Mission Manager portals; ensure maximum visibility of foundational OSINT knowledge across NIPR/SIPR/JWICS as applicable.

Manage OSINT partnerships and engagement activities aligned to the Enterprise Strategy.
Required Qualifications

8+ years total experience as an OSINT analyst within DoD or the U.S. Intelligence Community.

Deep proficiency in the OSINT discipline and the intelligence cycle.

Advanced proficiency with Microsoft Office and SharePoint (page/list/workflow administration).

Demonstrated knowledge of ISSJ-III topic areas, including Commercially Acquired Information (CAI), Collateral Telemetry Data (CTD), and Security Classification Guidance (SCG).

Advanced proficiency with OSINT/PAI tools, databases, repositories, and research methodologies; strong understanding of the digital information environment (social media, internet, commercially available data, deep/dark web).

Advanced understanding of OSINT/PAI authorities, regulations, and policy.

Superior written communication skills and executive-level briefing skills; proven ability to brief O-5/GS-14 audiences or higher.

Active TS with SCI eligibility at time of application.
Desired Skills

Experience drafting DoD/IC policy, directives, CONOPs, SOPs, or governance documents.

Portal/knowledge-management design (taxonomy, permissions, version control, and sustainment).

Familiarity with USSOCOM or SOF enterprise OSINT use cases and partner-nation information-sharing.
