The Role:
Telum is seeking HUMINT Collection Management Officers to assist Government personnel in the management of collection, evaluation, classification, and dissemination of information derived from HUMINT operations. HCMO-SMEs serve as a key conduit between intelligence consumers/customers and HUMINT personnel. HCMO-SMEs will help ensure HUMINT operations and HUMINT reporting are nested with and responsive to published collection requirements and intelligence requirements. HCMO-SMEs will review, edit, coordinate, and prepare HUMINT reporting for dissemination by designated officials. HCMO SMEs play a key part in source management and the asset risk management system by tracking and evaluating the accuracy, timeliness, clarity, quality, and quantity of reporting. The HCMO-SME will not directly participate in intelligence collection activities.
Required Qualifications:
- A minimum of eight (8) years of total intelligence experience in analysis, targeting, and/or HUMINT collection positions within the DoD or equivalent Government agencies.
- A minimum of five (5) years of specialized experience as a HUMINT collection management officer or reports officer.
- A graduate of a recognized DoD or Intelligence Community agency HUMINT collection management certification course.
- Advanced understanding of HUMINT policy, authorities, regulations, and operations to assist in the planning, execution, and exploitation of HUMINT collection to maximize effectiveness of HUMINT against identified collection requirements.
- Strong proficiency in preparing, editing, performing quality control on, and releasing Intelligence Information Reports (IIRs) and/or other intelligence reporting to ensure all appropriate policies and guidance are adhered to, and that information meets defined reporting thresholds.
- Strong proficiency with the current suite of available analytic and collection management tools, databases, and repositories, including, but not limited to, CRATE, CHROME, GCOMS, or equivalent databases.
- Strong mastery of written communications to edit and write reports.
- Strong proficiency with the Microsoft Office suite of applications.
