Position Overview
Serves as the subject matter expert and primary instructor for security cooperation, security assistance, and related frameworks. Provides instruction on FMF/FMS processes, funding authorities, foreign disclosure rules, theater security cooperation plans, and country plans. Cross-trained to support instruction in other disciplines as directed by the Site Manager.
Minimum Qualifications
- Master’s degree from an accredited college or university
- Deployed as a Military Advisor, PAS, RAS, FAO, PRT member, attaché, SCO, or equivalent with military advisory experience
- Completed Air Command and Staff College, Senior NCO Academy, or sister service equivalent
- Must be able to obtain/maintain a Secret security clearance
Primary Duties & Responsibilities
- Provide instruction and evaluations on Security Cooperation, Security Assistance, FMF/FMS process, funding/legal authorities (Title 10 & 22), contracting/quality assurance basics, Foreign Disclosure rules, Theater Campaign Planning, Theater Security Cooperation Plans, and Country Plans
- Teach subjects including Joint and Combined Planning, Security Cooperation/Assistance, Foreign Disclosure Awareness, Legal Awareness, SFA Mission Analysis, Aviation Enterprise Development, and Systems Thinking
- Lead Theater Security Cooperation VTCs as required
- Liaison with AMC/IA, AFSAT, SAF/IA, Air Force Geographic Component Commands, and other organizations to ensure curriculum remains relevant and current
- Develop, update, revise, and deliver curriculum within USAF EOS-established policy
- Maintain satisfactory or above on Government-administered instructor evaluations
- Support cross-training by teaching lessons in other disciplines as directed by the Site Manager
Preferred Qualifications
- Direct experience in a Security Cooperation Office (SCO), Office of Defense Cooperation (ODC), or equivalent
- Familiarity with DSCA processes and FMS case management
Work Environment & Conditions
- Primary location: Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey. Contract may transition to other CONUS locations.
- Normal duty hours: 0730–1630, Monday–Friday. Duty days may extend to 10 hours and include evenings, weekends, and holidays to support mission requirements.
- Platform instruction normally does not exceed 6 hours per day.
- May require OCONUS travel to PACOM, EUCOM, SOUTHCOM, AFRICOM, and CENTCOM (non-combat areas) as part of Mobile Training Teams (MTTs). Valid passport required.
- Must be able to obtain and maintain a Secret security clearance.
